On all these platforms, there are people who navigate using a keyboard, who use a screen reader, or who cannot distinguish between certain colours. <\/p>\n\n<p>Digital accessibility has moved beyond being simply a best practice to become a <strong>legal requirement<\/strong> for a large part of the business sector. There is one aspect that Moodle already addresses, and another that depends entirely on how you structure your training. <\/p>\n\n<p>If your organisation uses <a href=\"https:\/\/tresipunt.com\/en\/moodle-elearning\/\">Moodle<\/a> or is considering implementing a platform, it is worth having a clear understanding of both.<\/p>\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Who_is_bound_by_the_Accessibility_Act\"><\/span>Who is bound by the Accessibility Act?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n<p><a href=\"https:\/\/www.boe.es\/buscar\/act.php?id=BOE-A-2023-11022\" target=\"_blank\" rel=\"noopener\">Law 11\/2023<\/a> transposes the European Accessibility Act into Spanish law and <strong>applies from June 2025.<\/strong> Among the services it covers is e-commerce, and this is where many training platforms come into play. <\/p>\n\n<p>In practice, there are three different situations:<\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>You sell training courses to individuals via your website.<\/strong> Registration, the purchase process, payment and access to the course must be accessible.<\/li>\n\n\n\n<li><strong>You work in the public sector.<\/strong> Accessibility was already a requirement before this law came into force and forms part of the tender specifications, alongside the National Security Framework (<a href=\"https:\/\/tresipunt.com\/en\/what-is-the-ens-and-why-does-it-matter-if-your-moodle-hosts-data-from-public-bodies\/\">ENS<\/a>) and data protection.<\/li>\n\n\n\n<li><strong>Is your training programme internal, or do you sell it to other companies?<\/strong> The law does not apply to you directly, but you are still obliged to make reasonable adjustments for the people on your staff.<\/li>\n<\/ul>\n\n<p>This year, moreover, the regulatory framework has been strengthened: in February, a unit was set up to coordinate the supervisory authorities and <strong>handle consumer complaints.<\/strong><\/p>\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<figure class=\"wp-block-image aligncenter size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/tresipunt.com\/wp-content\/uploads\/2026\/08\/img_blog_1-1024x683.webp\" alt=\"accessibility in Moodle_tips\" class=\"wp-image-51752\" style=\"width:652px;height:auto\" srcset=\"https:\/\/tresipunt.com\/wp-content\/uploads\/2026\/08\/img_blog_1-1024x683.webp 1024w, https:\/\/tresipunt.com\/wp-content\/uploads\/2026\/08\/img_blog_1-300x200.webp 300w, https:\/\/tresipunt.com\/wp-content\/uploads\/2026\/08\/img_blog_1-768x513.webp 768w, https:\/\/tresipunt.com\/wp-content\/uploads\/2026\/08\/img_blog_1-1536x1025.webp 1536w, https:\/\/tresipunt.com\/wp-content\/uploads\/2026\/08\/img_blog_1.webp 1756w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_Moodle_offers_as_standard\"><\/span>What Moodle offers as standard<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n<p>Here\u2019s the good news. <strong>Moodle LMS, Moodle Workplace and the Moodle App have been certified as compliant with WCAG 2.2 Level AA<\/strong>, the leading international standard for web accessibility.<\/p>\n\n<p>This means that the platform already has this sorted, without you having to configure anything:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Full keyboard navigation.<\/li>\n\n\n\n<li>Compatibility with screen readers.<\/li>\n\n\n\n<li>Sufficient colour contrast in the interface.<\/li>\n\n\n\n<li>Correct semantic structure of headings and forms.<\/li>\n\n\n\n<li>Focus indicator visible when scrolling down the page.<\/li>\n\n\n\n<li>Accessible labelling of input fields.<\/li>\n<\/ul>\n\n<p>The relevant European technical standard, EN 301 549, is still based on WCAG 2.1, so <strong>Moodle currently exceeds the requirements of the standard.<\/strong><\/p>\n\n<p>The conversation usually ends here. And that is exactly where it should begin. <\/p>\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Where_accessibility_falls_short_in_practice\"><\/span>Where accessibility falls short in practice<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n<p>An accessible platform with inaccessible content remains, for its users, an inaccessible platform. <strong>You are the one who provides the content<\/strong>, and that is where almost all the real problems lie:<\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>Scanned PDFs<\/strong>, which are images of text that no screen reader can interpret.<\/li>\n\n\n\n<li><strong>Videos without subtitles or transcripts<\/strong>, which exclude those who cannot hear and also those who are studying without headphones.<\/li>\n\n\n\n<li><strong>Images without alternative text<\/strong>, or with alternative text such as \u2018image1\u2019, which is disruptive without providing any information.<\/li>\n\n\n\n<li><strong>Links that say \u2018click here\u2019<\/strong>, they make no sense to anyone who browses by hopping from link to link.<\/li>\n\n\n\n<li><strong>Information conveyed solely through colour<\/strong>, which is not visible to those who cannot distinguish between red and green.<\/li>\n\n\n\n<li><strong>Poorly designed interactive activities<\/strong>, such as an H5P that only allows users to respond by dragging elements with the mouse.<\/li>\n<\/ul>\n\n<p>In addition to this, there are two factors that depend on technical decisions:<\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>The visual theme.<\/strong> Careless customisation can undermine the platform\u2019s compliance in a single afternoon \u2013 simply by lowering the contrast of a button or removing the focus indicator. That\u2019s why we at <a href=\"https:\/\/tresipunt.com\/en\/fresk-transform-your-moodle-and-workplace-with-a-powerful-responsive-visual-design\/\">Fresk<\/a> take care to get this right too. <\/li>\n\n\n\n<li><strong>Third-party plugins and SCORM packages<\/strong>, which come with their own interface and their own rules. Moodle delivers them, but does not mark them. <\/li>\n<\/ul>\n\n<p>There is also an organisational factor worth bearing in mind: <strong>the person who creates the content is almost never the same as the person who manages the platform.<\/strong> That is why a well-structured course template works better than a general recommendation. <\/p>\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<figure class=\"wp-block-image aligncenter size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/tresipunt.com\/wp-content\/uploads\/2026\/08\/img_blog_2-1024x683.webp\" alt=\"Accessibility in Practice_Moodle\" class=\"wp-image-51755\" style=\"width:652px\" srcset=\"https:\/\/tresipunt.com\/wp-content\/uploads\/2026\/08\/img_blog_2-1024x683.webp 1024w, https:\/\/tresipunt.com\/wp-content\/uploads\/2026\/08\/img_blog_2-300x200.webp 300w, https:\/\/tresipunt.com\/wp-content\/uploads\/2026\/08\/img_blog_2-768x513.webp 768w, https:\/\/tresipunt.com\/wp-content\/uploads\/2026\/08\/img_blog_2-1536x1025.webp 1536w, https:\/\/tresipunt.com\/wp-content\/uploads\/2026\/08\/img_blog_2.webp 1756w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Where_to_start\"><\/span>Where to start<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n<p>There\u2019s no need to overhaul the entire campus. An environment with two hundred courses cannot be adapted all at once, but the critical path can. A realistic approach would be:  <\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>Prioritise what is used most:<\/strong> access and enrolment, and the three or four courses that the whole organisation goes through.<\/li>\n\n\n\n<li><strong>Combine automated testing with manual testing.<\/strong> Going through the entire registration process without using the mouse, and repeating it with a screen reader, provides more information than any report.<\/li>\n\n\n\n<li><strong>Create a course template<\/strong> that includes pre-defined headings, colour contrast and structure, so that the problem does not recur with each new piece of content.<\/li>\n\n\n\n<li><strong>Ask for subtitles and a transcript when you order the videos;<\/strong> it works out much cheaper than adding them later.<\/li>\n\n\n\n<li><strong>Document the \u2018disproportionate burden\u2019 exception<\/strong> if full adaptation is not feasible in the short term.
