At 3ipunt, we have begun managing Formadiba, the Barcelona Provincial Council’s training platform. This is a project with real-world relevance and a direct impact on the professional development of local government entities.

Formadiba is a platform that has been in operation since 2009. With this new phase, one of the goals is to better adapt to current needs.

The underlying technology remains the same, but in the coming years the project will take a step forward in terms of how it is managed and used. The goal is clear: to improve the user experience, update the visual design, and optimize overall performance.

What is Formadiba and why is it important?

Formadiba is the Barcelona Provincial Council’s virtual digital learning environment, designed to promote training, collaboration, and knowledge creation within the public sector.

It is primarily aimed at training local government staff, providing tools and resources to support their ongoing professional development.

The Barcelona Provincial Council offers an online training ecosystem structured around various platforms that work in tandem:

  • Formadiba (LMS): the platform used to deliver online training and manage courses, workshops, working groups, etc.
  • Training Resource Center (CMS): an open platform featuring materials such as manuals, guides, and podcasts, which functions as a digital library organized by subject, job role, and skill.
  • FormaWiki (DocuWiki): a corporate tool for creating digital training content that is subsequently published in the resource center.

A full-scale project

The figures from Formadiba help illustrate the scale of the project:

  • 45,000 users
  • 5.726 users

This scale requires a thoughtful approach. It’s not enough for the platform to simply function; it must perform well in terms of performance, architecture, and user experience.

The technological platform: Moodle with Fresk

Formadiba is built on Moodle, one of the most widely used open-source LMS platforms. In this case, one of the improvement projects involves integrating Fresk, 3ipunt’s custom ecosystem, which focuses on:

  • Usability
  • Accessibility
  • Visual experience
  • Device optimization

It’s often overlooked, but it’s crucial: if the platform isn’t clear and easy to use, users will simply stop using it.
